A simple track matte transition for OBS Studio 27.0 and up
The effect looks like scene 1 fades into Scene 2 with a film burn pattern.

In OBS studio 27.0 and up, at the bottom of your screen, click scene transition. In the menu, select stinger. Check "Use a track matte" and browse for the file.
